modification of requirement for comprehensive, coordinated, and statewide system of community service programs Sec. 202. Section 105(a) (2) of the Higher Education Act of 1965 is amended by inserting before the semicolon at the end thereof the following: “(except that if a comprehensive, coordinated, and statewide system of community service programs cannot be effectively carried out by reason of insufficient funds, the plan may set. forth one or more proposals for community service programs in lieu of a comprehensive, coordinated, and statewide system of such programs)”.
