MODIFICATION OF MILK PRODUCTION TERMINATION PROGRAM.

SEC. 128. MODIFICATION OF MILK PRODUCTION TERMINATION PROGRAM. (a) Certain Transfers Authorized.— If the Secretary of Agriculture determines that a natural disaster renders unusable the land or milk production facilities of the producers on a farm, the Secretary shall allow the producers to transfer the production unit (including dairy animals and equipment) to a farm idled under the milk production termination program established under section 201(d)(3) of the Agricultural Act of 1949 (7 U.S.C. 1446(d)(3)), without penalty, if the producers on the farm agree to comply with all terms and conditions of the program contract for the remainder of the contract period. (b) Application.— This section shall apply with respect to any natural disaster occurring during the period beginning on October 1, 1990, and ending on February 1, 1991.
