(a) The first sentence of section 4(b) of the Urban Mass Transportation Act of 1964 is amended— (1) by striking out “and” the second time it appears; and (2) by striking out the period and inserting in lieu thereof “; and $300,000,000 for fiscal year 1971.” (b) Section 5 of such Act is amended by striking out “1970” and inserting in lieu thereof “1971”.
