SEC. 3024. USE OF POPULATION ESTIMATES. Section 18(a) is amended in the second sentence by inserting after “the latest available Federal census” the following: “, the population estimate prepared by the Secretary of Commerce following the 4th year after the date of publication of such Federal census, or the population estimate prepared by the Secretary of Commerce following the 8th year after such date of publication, whichever is the most recent.”.
