(a) Paragraph (4) of section 103(a) of title I of the Elementary and Secondary Education Act of 1965 is amended by striking out “paragraph (5)” and inserting in lieu thereof “paragraphs (5) and (7)”. (b) The amendment made by this section shall be effective after June 30, 1970.
