DECLARATION OF POLICY.
SEC. 2. DECLARATION OF POLICY. The Congress hereby finds and declares— That the Nation’s airport and airway system is inadequate to meet the current and projected growth in aviation. That substantial expansion and improvement of the airport and air-way system is required to meet the demands of interstate commerce, the postal service, and the national defense. That the annual obligations authority during the period July 1, 1970, through June 30, 1980, for the acquisition, establishment, and improvement of air navigational facilities under the Federal Aviation Act of 1958 (49 U.S.C. 1301 et seq.), should be no less than $250,000,000. That the obligations authority during the period July 1, 1970, through June 30, 1980, for airport assistance under this title should be $2,500,000,000.
