Effective with respect to expenditures under a State plan approved under title VI of the Public Health Service Act which are made for administration of such plan during any fiscal year beginning after June 30, 1970— (1) the first sentence of subsection (c)(1) of section 606 of such Act (42 U.S.C. 291 f) is amended (A) by striking out “2 per centum” and inserting in lieu thereof “4 per centum”, and (B) by striking out “$50,000” and inserting in lieu thereof “$100,000”; and (2) paragraph (2) of subsection (c) of such section 606 is amended by striking out “June 30, 1964” and inserting in lieu thereof “June 30, 1970”.
