Sec. 304. For the purposes of the transfers and certifications authorized by sections 302 and 303 of this title, the following officers shall be deemed to have administrative control of appropriations, funds, limitations, or authorizations available within their respective organization units— (a) For the legislative branch: The Clerk of the House; The Secretary of the Senate; The Librarian of Congress; The Architect of the Capitol; The Public Printer; The Comptroller General of the United States; The Chief Judge, of the United States Tax Court; The chairman of any commission in or under the legislative branch. (b) For the Judiciary: The Administrative Officer of the United States Courts. (c) For the executive branch: The head of each department, agency, or corporation in or under the executive branch. (d) For the municipal government of the District of Columbia: The Commissioner of the District of Columbia.
