Sec. 1202. The Commission shall be composed of fifteen members appointed as follows: (1) four appointed by the President of the Senate from Members of the Senate; (2) four appointed by the Speaker of the House of Representatives from Members of the House of Representatives; and (3) seven appointed by the President of the United States from all segments of life in the United States, including but not limited to lawyers, jurists, and policemen, none of whom shall be officers of the executive branch of the Government.
