open committee hearings Sec. 112. (a) Section 133A of the Legislative Reorganization Act of 1946, as enacted by section 111(a) of this Act, is amended by adding at the end thereof the following new subsection: “(b) Each hearing conducted by each standing, select, or special committee of the Senate (except the Committee on Appropriations) shall be open to the public except when the committee determines that the testimony to be taken at that hearing may relate to a matter of national security, may tend to reflect adversely on the character or reputation of the witness or any other individual, or may divulge matters deemed confidential under other provisions of law or Government regulation.”. (b) Clause 27(f) of Rule XI of the Rules of the House of Representatives, as amended by section 111(b) of this Act, is further amended by adding at the end thereof the following new subparagraph: “(2) Each hearing conducted by each committee shall be open to the public except when the committee, by majority vote, determines otherwise.”.
