Sec. 403. Effective only with respect to the marketing years beginning July J, 1971, July 1, 1972, and July 1, 1973, the Agricultural Adjustment Act of 1938, as amended, is further amended as follows: (1) by deleting in the first sentence of section 379d(b) the words “During any marketing year for which a wheat marketing allocation program is in effect,” and substituting “During each marketing year,”; (2) by adding at the end of section 379d(b) the following: “Notwithstanding the foregoing, the Secretary is authorized, to temporarily suspend the requirement for export, marketing certificates for the period beginning July 1, 1971, and ending June 30, 1974. (3) by adding at the end of section 379e the following: “Notwithstanding any other provision of this Act, Commodity Credit Corporation shall sell marketing certificates for the marketing years for the 1971, 1972, and 1973 crops of wheat to persons engaged in the processing of food products but in determining the cost to processors the face value shall be 75 cents per bushel.”
