Sec. 503. No part of any appropriation made available by the provision of titles I, II, and III of this Act shall be used for the purchase or sale of real estate or for the purpose of establishing new offices out-side the District of Columbia: Provided, That this limitation shall not apply to programs which have been approved by the Congress and appropriations made therefor.
