Subsection (b) of section 135 of title 23, United States Code, is amended by striking out “, if such project” and all that follows down through and including the period at the end of such subsection and inserting in lieu thereof a period and the following: “If such project is located in an urban area of more than fifty thousand population, such project shall be based on a continuing comprehensive transportation planning process carried on in accordance with section 134 of this title.”
