cost reduction Sec. 142. Section 106 of title 23, United States Code, is amended by adding at the end thereof the following new subsection: “(d) In such cases as the Secretary determines advisable, plans, specifications, and estimates for proposed projects on any Federal-aid system shall be accompanied by a value engineering or other cost reduction analysis.”
