The third sentence of section 10(a) of the United States Housing Act of 1937 is amended by striking out the period and inserting in lieu thereof the following; “: Provided further, That the Authority is authorized to amend or supersede annual contributions contracts to provide payments annually (within the limitations proscribed by this Act) which the Authority determines are required (1) to assure the low-rent character of the projects involved, and (2) to 84 Stat. 1779achieve and maintain adequate operating and maintenance services and reserve funds including payment of outstanding debts.”
