SEC. 311. RURAL RENTAL REHABILITATION DEMONSTRATION. (a) Establishment of Demonstration.— The Secretary of Housing and Urban Development (referred to in this section as the “Secretary”) shall carry out a rural rental rehabilitation demonstration program in accordance with this section. (b) Availability of Amounts.— For purposes of the demonstration program, any rental rehabilitation grant amount provided to a State under section 17 of the United States Housing Act of 1937 that is unutilized from any prior fiscal year shall be available for use in areas eligible for assistance under title V of the Housing Act of 1949. (c) Report to Congress.— The Secretary shall submit to the Congress as soon as practicable after September 30, 1989, a report setting forth the findings and recommendations of the Secretary as a result of the demonstration program. The report shall include an evaluation of the following: (1) The effectiveness of the program in meeting the need for the rehabilitation of rental housing in rural areas. (2) The extent of participation by the owners of rental properties in the program. 101 STAT. 1897 (3) The cost of the program. (d) Termination.— The authority provided in this section shall terminate after September 30, 1989.
