Section 268 of the Community Mental Health Centers Act is amended (1) by inserting “(other than part C thereof) ” immediately after “this title”, and (2) by adding immediately after the period the following: “Grants under part C of this title for such costs may be made only upon recommendation of the National Advisory Council on Alcohol Abuse and Alcoholism established by such section.”
