Construction For an additional amount for necessary expenses of the preparation of plans and specifications and for the construction of the Joseph H. Hirshhorn Museum and Sculpture Garden, including expenses of relocating the Armed Forces Institute of Pathology in order to clear the construction site, to remain available until expended, $3,500,000, of which $3,300,000 is for liquidation of obligations incurred under the contract authorization granted under this head in the Department of the Interior and Related Agencies Appropriation Act, 1969: Provided, That such sums as are necessary may be transferred to the General Services Administration for execution of the work.
