Sec. 602. Section 3447(b) of title 10, United States Code, is amended to read as follows: “(b) Temporary appointments of commissioned officers in the Regular Army shall be made by the President alone in grades below lieu-tenant colonel and by the President, by and with the advice and 85 Stat. 362consent of the Senate, in grades of lieutenant colonel and above. Temporary appointments of commissioned officers in the reserve components of the Army shall be made by the President alone in grades below lieutenant colonel and by the President, by and with the advice and consent of the Senate, in grades above major.”
