SEC. 602. MAJOR SCIENCE AND TECHNOLOGY PROPOSALS. The National Science and Technology Policy, Organization, and Priorities Act of 1976 is amended by adding at the end of title II the following new section: “major science and technology proposals “SEC. 209. The Director shall identify and provide an annual report to Congress on each major multinational science and technology project, in which the United States is not a participant, which has a total estimated cost greater than $1,000,000,000.”.
