Minority Business Enterprise minority business development For necessary expenses of the Department of Commerce in fostering, promoting and developing minority business enterprise, $40,000,000, of which $38,000,000 shall remain available until expended: Provided, That $2,000,000 may be transferred to the appropriation for “Minority business enterprise, salaries and expenses” for administrative expenses: Provided further, That not to exceed $12,500,000 of this appropriation shall be available for technical assistance, research and information pursuant to title III of the Act of August 26, 1965, as amended (42 U.S.C. 3151).
