Sec. 409. Section 401(a) of Public Law 89–367, approved March 15, 1966 (80 Stat. 37), as amended, is amended— (1) by inserting in the second sentence of paragraph (1), after “to or for the use of the Armed Forces of the United States”, the following: “or of any department, agency, or independent establishment of the United States”; and (2) by inserting in the introductory matter preceding clause (A) of paragraph (2) of such section, after “Armed Forces of the United States”, the following: “or of any department, agency, or independent establishment of the United States”.
