§ 301. Development of strategy required. Immediately Upon the enactment of this title, the President shall direct the development of a comprehensive, coordinated long-term Federal strategy (hereinafter ill this title referred to as the “strategy”) for all drug abuse prevention functions and all drug traffic prevention 86 Stat. 75functions conducted, sponsored, or supported by any department or agency of the Federal Government. The strategy shall be initially promulgated by the President no later than nine months after the enactment of this title.
