SEC. 316. ADJUSTMENT IN THE EFFECTIVE DATE OF CHANGES IN MENTAL HEALTH BENEFITS AS A RESULT OF OPERATION DESERT STORM (a) In General.— (1) Section 703(d) of the National Defense Authorization Act for Fiscal Year 1991 (Public Law 101–510; 104 Stat. 1582) is amended by striking out “February 15, 1991” and inserting in lieu thereof “October 1, 1991”. (2) Section 8044 of the Department of Defense Appropriations Act, 1991 (Public Law 101–511; 104 Stat. 1884) is amended (A) in the matter preceding the first proviso, by striking out “this Act” and inserting in lieu thereof “any Act appropriating funds to the Department of Defense for fiscal year 1992 and”, and (B) in the fifth proviso, by striking out “February 15, 1991” and inserting in lieu thereof “October 1, 1991”. (b) Transition Provision.— Effective as of February 15, 1991, subsections (a)(6) and (i) of section 1079 of title 10, United States Code, as those subsections were in effect on February 14, 1991, are revived. (c) Funds.— Of the amount authorized to be appropriated by section 391, $36,000,000 shall be available for increased costs by reason of the amendments made by this section.
