(a) (1) Clause (3)(A) of section 444(a) of the Higher Education Act of 1965 is amended by insetting immediately after “such institution” the following: “(taking into consideration the actual cost of attendance at such institution)”. (2) The amendment made by subsection (a) shall be effective on and after duly 1, 1971, with respect to appropriations for fiscal years beginning on and after July 1, 1971.
