affidavit of educational purpose required Sec. 139C. (a) Part F of title IV of the Higher Education Act of 1965 is amended by inserting after section 497 the following new section: “affidavit of educational purpose required “Sec. 498. (a) Notwithstanding any other provision of law, no grant, loan, or loan guarantee authorized under this title may be made unless the student to whom the grant, loan, or loan guarantee is made has filed with the institution of higher education which he intends to attend, or is attending (or in the case of a loan or loan guarantee with the lender), an affidavit stating that the money attributable to such grant, loan, or loan guarantee will be used solely for expenses related to attendance or continued attendance at such institution. “(b) Nothing in this section shall be construed to invalidate any loan guarantee made under this title.”. (b) The amendment made by subsection (a) of this section shall become effective after the sixtieth day after the date of enactment of this Act.
