Section 103 (a)(7) of title I of the Elementary and Secondary Education Act of 1965, is amended by striking out “for children86 Stat. 353 in institutions for neglected or delinquent children” and inserting in lieu thereof the following: “for children in institutions for neglected or delinquent children or in adult correctional institutions, if such funds are used solely for children”.
