Sec. 308. Section 533(c)(3)(B) of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1991, is amended by— (1) striking “industrial” and inserting in lieu thereof “commercial”; and 105 STAT. 153 (2) inserting “unless an environmental assessment: “(i) identifies potential impacts on biological diversity; “(ii) demonstrates that all timber extraction will be conducted according to an environmentally sound management system which maintains the ecological functions of the natural forest and minimizes impacts on biological diversity; and “(iii) demonstrates that the activity will contribute to reducing deforestation” before the period at the end thereof.
