Federal Payment to the District of Columbia For an additional amount for “Federal payment to the District of Columbia” to provide for essential public safety, health and other municipal services in the face of a severe financial crisis, $100,000,000, to remain available until expended: Provided, That these funds shall remain in the United States Treasury and shall be transferred to the District of Columbia government immediately upon certification by the Mayor of the District of Columbia to the Committees on Appropriations of the Senate and House of Representatives that spending reductions and revenue enhancements in amounts not less than $216,000,000 in the aggregate are being implemented and all approvals by the Council of the District of Columbia, as required by law, have been secured: Provided further, That these funds shall be transferred to the District of Columbia government no later than May 1, 1991.
