Sec. 312. Section 1731 of title 38, United States Code, is amended by— (1) inserting in subsection (a) immediately after the word “shall” a comma and the following: “in accordance with the provisions of section 1780 of this title,”; 86 Stat. 1084 (2) striking out subsections (b), (c), and (e) in their entirety; and (3) redesignating subsection (d) as subsection (b).
