Sec. 412. Section 3301 of title 38, United States Code, is amended— (1) by inserting after “Veterans’ Administration” where it first appeals, the language: “and the names and addresses of present or former personnel of the armed services, and their dependents, in the possession of the Veterans’ Administration”; and (2) by adding at the end of such section the following new clause (9): “(9) the Administrator may, pursuant to regulations he shall prescribe, release the names and addresses of present or former personnel of the armed services, and/or dependents to any non-profit organization but only if the release is directly connected with the conduct of programs and the utilization of benefits under this title. Any such organization or member thereof which uses such names and addresses for purposes other than those specified in this clause shall be fined not more than $500 in the case of a first offense, and not more than $5,000 in the case of subsequent offenses.”
