Minority Business Enterprise minority business development For necessary expenses of the Department of Commerce in fostering, promoting and developing minority business enterprise, $63,934,000, of which $52,797,000 shall remain available until expended: Provided, That not to exceed $11,137,000 shall be available for program development and management: Provided further, That not to exceed $12,500,000 of this appropriation shall be available for technical assistance, research and information pursuant to Title III of the Act of August 26, 1965, as amended (42 U.S.C. 3151).
