DEPARTMENT OF EDUCATION vocational and adult education Funds appropriated in Public Law 101–517 for grants to tribally controlled postsecondary vocational institutions shall become available for obligation on April 1, 1991, and such funds shall be awarded no later than June 1, 1991: Provided, That the requirements of the Paperwork Reduction Act of 1980 and section 431 of the General 105 STAT. 144Education Provisions Act are waived with regard to grants made with fiscal year 1991 appropriated funds under title in, part H of the Carl D. Perkins Vocational and Applied Technology Act. education research, statistics, and improvement In the appropriations language under this heading in the Department of Education Appropriations Act, 1991, delete the words “if authorized,” and the words “if such a grant is specifically authorized in law” and insert after “Standards” the following: “: Provided, That funding for the National Board for Professional Teaching Standards shall be expended under the terms, conditions, and limitations provided for in part G of title IV of H.R. 5932 as passed the House of Representatives on October 26, 1990”.
