SEC. 401. INTERNATIONAL AFFAIRS. (a) The appropriation “Foreign Military Financing Program” as contained in the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1991 (Public Law 101–513) is amended by striking out “$4,663,420,800” and inserting in lieu thereof “$4,259,920,800”. (b) Upon the enactment of this Act, the order issued by the President on November 9, 1990, pursuant to sections 251 and 254 of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended, is hereby rescinded. Any action taken to implement this order shall be reversed, and any sequestrable resource that has been reduced or sequestered by such order is hereby restored, revived, or 105 STAT. 155released and shall be available to the same extent and for the same purpose as if the order had not been issued.
