SEC. 404. REPEAL; RESTORATION OF OBLIGATION AUTHORITY. (a) Section 329 of the Department of Transportation and Related Agencies Appropriations Act, 1991, is repealed. (b) The Secretary of Transportation shall restore any reductions in obligation authority made under section 329 prior to its repeal.
