declaration of purpose Sec. 200. The purpose of this title is to authorize Federal assistance to State and public or nonprofit agencies and organizations to— (a) plan and conduct research, demonstrations, and related activities in the rehabilitation of handicapped individuals, and (b) plan and conduct courses of training and related activities designed to provide increased numbers of trained rehabilitation personnel, to increase the levels of skills of such personnel, and to develop improved methods of providing such training.
