Council of Economic Advisers salaries and expenses For necessary expenses of the Council in carrying out its functions under the Employment Act of 1946 (15 U.S.C. 1021), $1,376,000. Disaster Relief For expenses necessary to carry out the functions of the Department of Housing and Urban Development under the Disaster Relief Act of 1970 (Public Law 91–606, as amended, and Reorganization Plan87 Stat. 514 No. 1 of 1973), authorizing assistance to States and local governments in major disasters, $400,000,000, to remain available until expended: Provided, That not to exceed 3 per centum of the foregoing amount shall be available for administrative expenses.
