Sec. 804. Section 3(b) of Public Law 92–425 (86 Stat. 711) is amended by— (1) striking out in the first sentence “before the first anniversary of that date” and inserting in lieu thereof “at any time within eighteen months after such date”, and (2) striking out in the second sentence, “before, the first anniversary of” and inserting in lieu thereof “at any time within eighteen months after”.
