Sec. 703. With respect to the preceding authorization contained in section 701 for the Army Reserve, no portion of such authorization or any other prior Army Reserve authorization granted by the Congress may be utilized to construct replacement facilities for Army Reserve 87 Stat. 686units at Fort DeRussy, Hawaii, at any location other than Fort DeRussy.
