AUTHORIZATION OF APPROPRIATIONS.

SEC. 316. AUTHORIZATION OF APPROPRIATIONS. Section 310 (42 U.S.C. 10409) is amended to read as follows: “SEC. 310. AUTHORIZATION OF APPROPRIATIONS. “(a) In General.—There are authorized to be appropriated to carry out the provisions of sections 303 through 309 and section 313, $60,000,000 for fiscal year 1992, and such sums as may be necessary for each of the fiscal years 1993 through 1995. “(b) Section 303 (a) and (b).—Of the amounts appropriated under subsection (a) for each fiscal year, not less than 80 percent shall be used for making grants under subsection 303(a), and not less than 10 percent snail be used for the purpose of carrying out section 303(b). “(c) Section 308.—Of the amounts appropriated under subsection (a) for each fiscal year, 5 percent shall be used by the Secretary for making grants under section 308.”.
