SEC. 322. EDUCATING YOUTH ABOUT DOMESTIC VIOLENCE. (a) General Purpose.—For purposes of this section, the Secretary of Education, hereinafter referred to as the “Secretary” shall develop model programs for education of young people about domestic violence and violence among intimate partners. (b) Nature of Program.—The Secretary, in consultation with the Secretary of Health and Human Services, shall through grants or contracts develop three separate programs, one each for primary and middle schools, secondary schools, and institutions of higher education. Such model programs shall be developed with the input of educational experts, law enforcement personnel, legal and psychological experts on battering, and victim advocate organizations such as battered women’s shelters. The participation of each such group or individual consultants from such groups is essential to the development of a program that meets both the needs of educational institutions and the needs of the domestic violence problem. (c) Review and Dissemination.—Not later than 9 months after the date of enactment of this Act, the Secretary shall transmit the model programs, along with a plan and cost estimate for nationwide distribution, to the relevant committees of Congress for review. (d) Authorization.—There are authorized to be appropriated under this section for fiscal year 1992, $200,000 to carry out the purposes of this section.
