approval of applications Sec. 206. An application, or modification or amendment thereof, for financial assistance under this title may be approved only if the Secretary determines that— (1) the application meets the requirements set forth in this title; (2) an opportunity has been provided to officials of the appropriate units of general local government to submit comments with respect to the application to the applicant and to the Secretary: (3) an opportunity has been provided to the Governor of the State to submit comments with respect to the application to the applicant and to the Secretary; and (4) where a labor organization represents employees who are engaged in similar work in the same area to that proposed in the application, an opportunity has been provided such organization to submit comments with respect to the application to the applicant and to the Secretary.
