administrative provisions Sec. 419. (a) In carrying out the provisions of this title, the Secretary shall have the same powers as the Director of the Office of 87 Stat. 874Economic Opportunity under section 602 of the Economic Opportunity Act of 1964. (b) The provisions of section 603 of this Act shall apply to this title only to the extent that such provisions are consistent with the provisions of this title.
