Sec. 302. Section 401 of the Department of Defense Appropriations Act, 1992 (Public Law 102–172) is hereby amended by inserting “, foundation” after the word “college” and inserting after “Provided,” the following: “That the Secretary of Defense shall review grants totalling $115,900,000 and specified previously in this title and shall award such amounts as he deems appropriate based on the potential contribution each proposed project may make to the national scientific and technical posture: Provided further,”.
