Sec. 718. None of the funds in this Act shall be available for the enlistment or pay of non-prior service personnel dining fiscal year 1974 when the enlistment will cause the percentage of non-high school graduate enlistments of the service concerned to exceed 45 per centum or the mental category IV enlistments to exceed 18 per centum of the total non-prior service enlistments for the entire fiscal year.
