Sec. 28. The Secretary of the Army, acting through the Chief of Engineers, is authorized and directed to improve perimeter access at 88 Stat. 21Lake Texoma, Texas and Oklahoma, utilizing existing roads to the extent feasible. There is authorized to be appropriated not to exceed $3,000,000 to carry out this section.
