Sec. 302. There are authorized to be appropriated to the Secretary (a) to carry out the provisions of sect ions 217 and 301 of this Act, such sums to remain available until expended, and (b) for administrative expenses under this Act not to exceed $20,000,000 in each of the fiscal years 1975, 1976, and 1977.
