Funds Appropriated to the President Federal Disaster Assistance Administration disaster relief For an additional amount to carry out the functions of the Department of Housing and Urban Development under the Disaster Relief Act of 1970 (Public Law 91–606, as amended, and Reorganization Plan No. 1 of 1973), authorizing assistance to States and local governments in major disasters, $32,600,000, to remain available until expended: Provided, That not to exceed 3 per centum of the foregoing amount shall be available for administrative expenses.
