SEC. 103. TECHNICAL MODIFICATION FOR REIMBURSABLE EMPLOYERS. (a) General Rule.—Subsection (d) of section 104 of the Emergency Unemployment Compensation Act of 1991 (Public Law 102–164, as amended) is amended by striking “as may be necessary” and inserting “as the Secretary estimates to be necessary”. (b) Effective Date.—The amendment made by subsection (a) shall take effect on the date of the enactment of this Act.
