relation to other laws Sec. 518. (a) Part D of the General Education Provisions Act is amended by adding at the end thereof the following new section: “relation to other laws “Sec. 449. (a) No provision of any law establishing, authorizing the establishment of, or controlling the operation of, an advisory council which is not consistent with the provisions of this part shall apply to any advisory council to which this part applies. “(b) The provisions of subsections (e) and (f) of section 10 of the Federal Advisory Committee Act shall not apply to Presidential advisory councils (as defined in section 441).” (b) The amendment made by subsection (a) shall be effective upon enactment of this Act.
